Kuku ran for and was elected to the Ondo State House of Assembly after his engagement with the Ijaw Youth Council, and served as Chairman of the House Committee on Information for four years. He served as the Niger Delta Development Commission’s Special Assistant and Head of Conflict Management Unit, as well as a member of the Presidential Committee on Amnesty and the Secretary of the Presidential Committee on Peace and Conflict Resolution in the Niger Delta. Kuku’s many activities in the mentioned official designations set the groundwork for him to take on a more significant duty.

In January 2011, he was named Special Adviser on the Niger Delta to Nigerian President Goodluck Jonathan and Chairman of the Niger Delta Presidential Amnesty Program. After the general elections in 2011, President Jonathan reappointed him to the same job. Kuku oversaw the disarming and demobilisation of 30,000 ex-agitators as Chairman of the Presidential Amnesty Program for ex-agitators in oil-bearing areas in the Niger Delta, and he is now overseeing the skilling and reintegration of these youngsters into civic society. The continuing reintegration component of the Presidential Amnesty Programme, which is aimed at developing capacity among disadvantaged Niger Delta youths participating in the programme, has so far met a significant portion of its specified objectives. Kuku has full management and administrative authority within the constraints of the established budget, which was around N60 billion naira in 2012 (approximately $350 million USD) and government operating policies, and delegated various functions to several departmental heads in a structured organisation.
Kuku confirmed at a press conference on the third anniversary of the Amnesty Programme in 2012 that the peace being restored to Nigeria’s oil-producing Niger Delta region, through the coordination of the Amnesty Programme, has significantly increased the production capacity of oil operators in the region and saved Nigeria billions of dollars in oil revenue within a year.
