National Assembly Commission Workers Ask To Wade Into Crisis, Reverse ‘Controversial Appointments’

Workers at the National Assembly Service Commission have urged President Muhammadu Buhari, Yemi Osinbajo, and others to act swiftly to address the crisis at the commission and annul all of the alleged improper appointments influenced by politicians.

In a press statement issued on Wednesday in Abuja, the employees stated that the appointments of the Clerk and others violated the terms of the National Assembly Service Commission Act, 2014, as amended.

They also stated that if nothing was done within seven days, they would seek redress in court.

Sani Magaji Tambuwal, the former National Assembly Secretary of Finance and Accounts, was appointed to the position of Acting Clerk.

You may recall that Tambuwal was appointed by the National Assembly, along with Mr. Ogunlana Kamoru, Secretary of Legal Services, Mrs. Henrietta Aimua-Ehikioya, former Secretary of Special Duties, Mr. Birma Shuaibu Maina, Director, (Legislative) Senate, and the new Acting Secretary of Human Resources and Staff Development Directorate.

According to the commission, the appointments followed the commission’s approval of a memo from its Committee on Establishment, Records, and Training regarding the need to fill open positions on the National Assembly Management team.

The concerned, however, stated in a press release on Wednesday that they had been writing letters and holding press conferences for more than six months, including an open letter to the Speaker of the House of Representatives and the President of the Senate, but that nothing concrete had been done as of yet.

“As we have emphasised, a serving governor from the North West, who gave N50 million to each member of the commission to carry out the said act, had a hand in Tambuwal’s appointment. According to trustworthy information, N700 million was set aside for the project.

Tambuwal’s appointment violates the Act of the National Assembly, which governs the appointment and elevation of principal career officers and top management staff, apart from the political aspect of the issue.

“Those who opposed his elevation cited Tambuwal’s lack of membership in the legislative cadre, which the constitution mandates for anyone who will be elevated to such a position.

With various allusions to history in relation to pertinent provisions of the Constitution, we have also recommended measures that we felt could prevent this corrupt process from tarnishing the reputation of the National Assembly to stakeholders in order to establish why the current process should be reviewed and addressed as necessary.

The continued illegality and widespread corruption in the National Assembly Service Commission sends the wrong message to the consternation of Nigerians and the international Community that Nigerian legislators are unable to uphold the Act passed by the National Assembly and the rule of law at this crucial juncture in the development of our nation and our fledgling democracy.

We implore President Muhammadu Buhari, Vice President Yemi Osibanjo, Senate President Dr. Ahmad Lawan, and Speaker of the House of Representatives Hon. Femi Gbajabiamila to intervene urgently and save the legislature and its bureaucracy because the appointments were made illegally.

“If this illegality and affront to the Federal Republic of Nigeria Constitution by the very institution that is supposed to protect it is not corrected, we will not rest until the illegality is addressed, and we are ready to proceed to court in the next seven days.”
