New Public Service Rules released. 

 

The Federal Government has taken a significant step towards modernizing the public service by unveiling the new Public Service Rules, which are set to be immediately implemented across various sectors. The unveiling ceremony took place during a public service lecture held in Abuja as part of the commemoration of the 2023 Civic Service Week.

The theme for this year’s service week is “Digitalisation of work processes in the public service: A gateway to efficient resource utilization and national development.” In line with global standards and the growing demand for digitization, Nigeria aims to embrace digital policies to enhance its service operations.

During the event, Mr. Olawale Edun, the Special Adviser to President Bola Tinubu on monetary policies, officiated the unveiling ceremony. The initiative was met with enthusiasm as it heralds a shift from traditional methods of handling tasks to digital processes.

Dr. Folasade Yemi-Esan, the Head of Civil Service of the Federation (HOCSF), emphasized the importance of embracing digital technologies to improve efficiency in the public service. She reported that the office of the Head of Service has already undergone a digital transformation, with all personal and policy files scanned and stored in digital format. Workflow processes are now seamlessly conducted within the office through digital means.

The implementation of digitalization is not limited to the Head of Service’s office but is intended to be adopted throughout all Ministries, Departments, and Agencies (MDAs) in Nigeria. Dr. Yemi-Esan highlighted that the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25) includes the Enterprise Content Management (ECM) as one of its pillars to support the digitization drive.

By embracing digital technologies, the Nigerian public service is poised to become a world-class service, enhancing transparency and efficiency in service delivery. All MDAs are actively engaged in different stages of implementing the digitization program, with a shared goal of achieving full migration by the end of 2025.

In an interview with the News Agency of Nigeria (NAN), Prof. Stefan Dercon, a renowned Guest Speaker and Professor of Economic Policy at the University of Oxford, commended the introduction of technology in the civil service system. He emphasized that adopting digital knowledge would empower workers to deliver better services with increased transparency and efficiency.

Prof. Dercon also highlighted that being a civil servant is a privilege, as it provides an opportunity to contribute meaningfully to the nation even after leaving the service.
