IPOB maintains that it is not a terrorist group.
IPOB characterised the Global Terror Index report, which ranked it as the tenth most lethal terrorist organisation in the world, as an attempt at blackmail.

The IPOB spokesperson, Emma Powerful, stated that the report aimed to demonise the organisation in the eyes of the world.
A statement by Powerful reads: “The Indigenous People of Biafra, under the leadership of our able leader, Mazi Nnamdi Okwuchukwu KANU, categorically reject the Global Terrorism Index Report of 2022 as a plot by the Federal Government of Nigeria and some foreign agencies to blackmail and demonise IPOB globally.
It is extremely disappointing that a reputable organisation such as Institute for Economics and Peace (IEP), an Institute based in the United States that has been given a quantifiable global terrorism index, would publish fictional and inaccurate accounts in their 2022 terrorism index report.
“In the IEP’s Terrorism Index Report of 2022, the current Nigerian government was portrayed as a counter-terrorism haven, despite the fact that terrorists have become more emboldened during the period.
According to the report, the total number of terrorism-related deaths in Nigeria in 2022 will be 448, the lowest number since 2011. This is a deliberate fabrication. More than 400 civilians have been killed by Fulani-sponsored terrorists in a single state, such as Benue State. The Nigeria section of the report included a complete script from the Nigerian government that was provided to the Institute for publication.”
Powerful demanded that the report provide irrefutable proof that IPOB was responsible for the deaths of civilians.
“In the same report, IPOB was listed as the third group responsible for civilian deaths. We challenge IEP to provide irrefutable proof that IPOB has killed anyone in Nigeria.
Since 2017, there are numerous verifiable print and social media accounts of the massacre and extrajudicial execution of numerous IPOB members by Nigerian security forces, he added.
